I was very relieved to pay the last installment of my car this month. For the five long years, I had been religiously paying back my car loan, without a single phone call from the bank staff nudging me make delayed payments.
It was so exciting to receive the clearance certificate from the bank and the third spare key. I was told by bank staff to visit the Excise and Taxation Office (ETO) and get the car off the bank's name as soon as possible to avoid any inconvenience in future.On Thursday, July 16, I headed to ETO Office in F-8 Markaz. First shock was the lack of parking at the busy shopping complex which also houses lawyers' chambers, district courts, district administration and police offices. Any how managed to park the car, far from ETO office, and walked in over 41 C heat.
After waiting at information counter window for 15 minutes, I was told to visit a counter in the rear of the office. A guy there told me to deposit 2,000 rupees fee in National Bank of Pakistan (NBP), F-8, Markaz, get the car inspected by ETO staff and after verification process come back to same window.
I went to NBP and saw long queues, in fact a crowd, which was not moving at all. Anyhow read the instructions and bought a deposit form worth five rupees and decided to resume the project next day.
On Friday, I woke up early and made it to the bank easily. The queue was not very long. A guy there told me to go back to ETO office and get the deposit form or challan stamped. So I left the queue and walked back to ETO office, got the deposit forms stamped and again stood in the queue.
Another guy guided me to refill the form and insert the code number for car transfer and said that the cashier would have turned me back with the forms which were not correctly filled. He also guided me to get an "F" form filled and write an application seeking transfer of the car and make a file of all applications, forms and documents.
Later I learned that on a nominal feel these forms were available at all photocopier shops and the vendors would fill those forms for you in a proper manner.
After paying the fee, I drove to a congested parking lot where the engine and chassis numbers were to be verified. The guy their told me to get back with "F" form. I went to nearby photocopier shop and a clerk their filled it, prepared an application and put all the documents in a file cover. He charged me only rupees 50, but after that documentation process was smooth.
I again walked to the parking lot. Found the guy who had noted down my car's engine and chassis numbers on his palm. He ticked my file and asked me to get it signed from a guy sitting on a chair in the open. The guy signed and asked me to get it registered from a nearby cabin. After the cabin guy signed the forms, I was asked to visit another official sitting under a tree in the parking lot to put his signatures. After that I walked to ETO office on the designated counter, but the guy their sent me to another counter on the front side of the building to get signatures from some Mr Malik. Having caught hold of Mr Malik, I finally came back to the counter and the guy there took my application file, original registration book and issued me a receipt according to which I can collect my registration on July 27.
Lessons learnt:
1. Hire agents found outside the ETO office, for a negotiable fee they would do everything for you from preparing a pile of required documents, files and submitting money in the bank in a short time.
2. If you want a DIY, even then check photocopier shops near the ETO office, they have all the required documents and forms and make your life easier for a nominal fee.
3. The earlier you embark on vehicle registration, transfer errands, the quicker you will be able to finish it.
4. Wear comfortable shoes, preferably sneakers. No need to carry water as available everywhere in shops.
5. In summer carry a hand towel or a wear a cotton scarf around the neck to deal with excessive perspiration.
Documents required:
1. A copy of your national id card
2. Original registration book
3. Original letter from Bank to ETO plus a photocopy of this letter signed and stamped by bank official (do ask for it at clearance)
4. F form (you will get it from the photocopier shop adjacent to ETO office, ask the person to fill it, also an application for tranfer, and challan form)
5. Challan form (get it filled by from the guy preparing your file at the nearby photocopier shop and then get it stamped from ETO office before heading to bank). The fee will be 2,000 PKR.
6. When the file is ready and payment is made in the National Bank of Pakistan, F-8, Markaz branch. Go in the designated parking lot for engine, chassis number verification.
7. Come back to ETO office and visit counter 4 and ask for Mr Malik to mark the file
8. Go to your designated counter (according to the series number of your licence plate)

Had the same license been obtained in PK, God have mercy what would have happened. Procedures should be simplified and transparent so that there is no need for this vip culture or source. I got my drivers license renewed in NY last year, believe me i was out in 15 minutes that too after waiting ina que. InshAllah i pray that such automated procedures and professionalism are practised in PK soon. If possible try tagging along with a fresh comer making a new drivers license, that will be an awsome experience too :)

all you need to do is
1. Throw away the Engine....
2. Put Batteries and a Motor......
Never worry about Patrol or Diesel or CNG .... or changing Oil.....
I have Toyota 2.oD and i put almost 2800 Rupees on Deisel every week..... thats almost 12000/month.... and I dont use this car that much.... and I have to think about how expensive its getting to use my Car.....
